fix(E-SP11): 迟到分布随诊断 tick 周期输出，并更正帧回调频率表述

Verification: compileLeanbackArm64_v8aDebugJavaWithJavac BUILD SUCCESSFUL after correction; tests 631 tests 1 skipped 0 failures (Source + TimingMetrics + exo package); fixes an inaccurate comment and a real gap: media3 delivers onVideoFrameProcessingOffset only from onStopped(), so the lateness histogram now also rides the existing 5-second diagnostic tick (still 30s throttled) and a new source lock asserts that wiring; cost measured and recorded in doc 18.1 - isEnabled is a volatile read, counters ride the existing 5s tick, added volume approx +165KB/h vs 13MB/h observed export (+1.3%), no new timer or thread, everything gated on SpiderDebug.isEnabled so release behaviour unchanged; device-side output still unverified (X7 Ultra not attached)
