perf(exo): recover stalled audio startup within buffered media

Verification: Existing Media3 integration: 3 passed, first/resumed startup recovers in existing period without reopening source; healthy direct stays direct. TV32 Debug build and APK v2/ABI checks passed. APK sha256 15c31a01404a1e1678020cecb20df5085508b67ccd880904fb9ef02072654fd5. Policy test selection found no tests; remaining tests explicitly waived by user. No device testing. Evidence: /private/tmp/webhtv-E11-recovery-wx7chb0j.
