fix(tv): repair the mobile ad-block log band the fixed-light sweep missed

C103：合并 origin/beta 7c725e4d7e 后评审 dev4 未推送提交（96891188510 / b829d104ef），
发现 9689118851 只改了 leanback 版 dialog_ad_block_stats.xml：mobile 版日志页 88dp 横带仍是
调色板前景压在 @color/webhtv_color_scrim 半透明带上，日间 #0B57D0 on ~#9D9DA2 仅 2.37:1；
而守卫 surfaceFills() 的 @color/ 分支要求两表恒定，scrim 两表不同 → 整条带被静默跳过。

修复：mobile 横带改 @color/fixed_light_band，12 个列头改 @color/fixed_light_focus_text，
8 个筛选按钮补 textColor + strokeColor（与 leanback 版逐行同形）；
守卫新增 mobile 期望条目（17→18）与 bandDriven 负例探针，钉住 @color/ 固定带路径。

验证：双 flavour 定向单测（守卫 4+4、UpdateVersionRowThemeTest 10+10、AdBlockStatsDialogLayoutTest 13）全绿；
theme 包 51 类/380 例、ui.dialog 包 59 类/279 例全绿；负向对照在 TvFixedLightSurfaceContrastTest.java:485 失败；
独立全库复算仅剩 2 条已知假阳性；check_ui_tokens.py PASS；git diff --check 空。

Verification: 双 flavour 定向单测 BUILD SUCCESSFUL 3m42s（TvFixedLightSurfaceContrastTest 4+4、UpdateVersionRowThemeTest 10+10、AdBlockStatsDialogLayoutTest 13，0 失败 0 错误 0 跳过）；theme 包 51 类/380 例、ui.dialog 包 59 类/279 例全绿；负向对照 BUILD FAILED at TvFixedLightSurfaceContrastTest.java:485；check_ui_tokens.py UI_TOKEN_STATUS PASS（CONTRAST failures=0 min=4.28）；git diff --check 与 --cached --check 均空
