Fix TV speed adjustment UP key being swallowed by control focus helper

Verification: SpeedAdjustKeyContractTest 4/4 pass on testLeanbackArm64_v8aDebugUnitTest; mutation check wrapping the call in false && dispatchSpeedAdjust(event) fails the dispatch-order assertion; full suite 4823 tests shows only the same 8 pre-existing baseline failures that reproduce on clean HEAD (none in VideoActivity)
