pinctrl: sunxi: refactor pinctrl choice selecting for ARM64

ARM64 Allwinner SoCs used to have every pinctrl driver selected in
ARCH_SUNXI. Change this to make their default value to (ARM64 &&
ARCH_SUNXI).
