[media] rc: Add support for the TechnoTrend USB IR Receiver

This driver adds support for TechnoTrend USB IR Receiver. It is a complete
rewrite of the staging/media/lirc/lirc_ttusbir driver. It adds more
accurate sample reporting and led control.
