ath11k: Move qmi service_ins_id to hw_params

Browse source 
qmi service_ins_id is unique for QCA6390 and QCN9074,
this is needed for adding QCN9074 support. No functional
changes.

Tested-on: QCN9074 hw1.0 PCI WLAN.HK.2.4.0.1.r2-00012-QCAHKSWPL_SILICONZ-1
