drm/i915: Replace the hardcoded I915_FENCE_TIMEOUT

Browse source 
Expose the hardcoded timeout for unsignaled foreign fences as a Kconfig
option, primarily to allow brave systems to disable the timeout and
solely rely on correct signaling.
