net: hns3: optimize function hclge_cfg_common_loopback()

hclge_cfg_common_loopback() is a bit too long, so
encapsulate hclge_cfg_common_loopback_cmd_send() and
hclge_cfg_common_loopback_wait() two functions to
improve readability.
