macsec: add NLA_POLICY_MAX for MACSEC_OFFLOAD_ATTR_TYPE and IFLA_MACSEC_OFFLOAD

This is equivalent to the existing checks allowing either
MACSEC_OFFLOAD_OFF or calling macsec_check_offload.
