usb: typec: Stub out typec_switch APIs when CONFIG_TYPEC=n

Browse source

Ease driver development by adding stubs for the typec_switch APIs when
CONFIG_TYPEC=n. Copy the same method used for the typec_mux APIs to be
consistent.
