drm/rockchip: vop: add px30 vop support

PX30 have vop big and vop lite, just like rk3036 and rk3126
the max input and output resolution is 1920x1080, the main
difference between the two vop is:

vop big:
    win0 support yuv and rgb format;
    win1 and win2 support rgb format;
vop lit:
    win1 support rgb format;
