[WATCHDOG] WDIOC_GETSTATUS and WDIOC_GETBOOTSTATUS clean-up

Add mandatory WDIOC_GETSTATUS and WDIOC_GETBOOTSTATUS ioctl's for
drivers that don't have them yet.
