m32r: fix build failure

m32r allmodconfig is failing with:

  In file included from ../include/linux/kvm_para.h:4:0,
                   from ../kernel/watchdog.c:26:
  ../include/uapi/linux/kvm_para.h:30:26: fatal error: asm/kvm_para.h: No such file or directory

kvm_para.h was not included in the build.
