PCI: xgene: Annotate __iomem pointer

"bar_addr" is passed as the argument to writel(), which expects a
"void __iomem *".  Annotate "bar_addr" correctly.  Resolves an sparse
"incorrect type in argument 2 (different address spaces)" warning.
