net: marvell: prestera: Refactor get/put VR functions

* Use refcount, instead of uint
* Increment/decrement recount inside get/put
* Fix error path in __prestera_vr_create. Remove unnecessary kfree.
* Make __prestera_vr_destroy symmetric to "create"
