[media] uvcvideo: Enable VIDIOC_CREATE_BUFS

This patch enables the ioctl to create additional buffers on the
videobuf2 capture queue.

[laurent.pinchart@ideasonboard.com: Acquire privileges instead of just
checking them in VIDIOC_CREATE_BUFS implementation]
