octeontx2-af: Config pkind for CGX mapped PFs

Browse source 
For each CGX LMAC that is mapped to a RVU PF, allocate
a pkind and config the same in CGX. For a received packet
at CGX LMAC interface this pkind is used by NPC block
to start parsing of packet.
