ARM: 5826/1: SA1100: h3100/h3600: always build htc-egpio driver

Many features of h3100/h3600 (LCD, PCMCIA, Flash write, etc.)
depend on correct functioning of GPIO expander handled by htc-egpio
driver, so force its building in Kconfig.
