iwlwifi: pcie: support Bz suspend/resume trigger

Instead of using two bits in the doorbell interrupt, the new Bz
devices have a new CSR_IPC_SLEEP_CONTROL register to let drivers
indicate the desired transition before triggering the doorbell
interrupt.
