genirq: Avoid unnecessary low level irq function calls

Check irq state in enable/disable/unmask/mask_irq to avoid unnecessary
low level irq function calls.

This has two advantages:
    - Conditionals are faster than hardware access

    - Solves issues with the underlying refcounting of the pinctrl
      infrastructure
