powerpc/powernv/sriov: Remove unused but set variable 'phb'

Gcc report warning as follows:

 variable 'phb' set but not used [-Wunused-but-set-variable]
  602 |  struct pnv_phb        *phb;
      |                         ^~~

This variable is not used, so this commit removing it.
