octeontx2-pf: Add basic ethtool support

 - Driver stats, Tx/Rx perqueue and CGX LMAC stats
 - Set/show Rx/Tx queue count
 - Set/show Rx/Tx ring sizes
 - Set/show IRQ coalescing parameters
