IB/hfi1: OPA_VNIC RDMA netdev support

Browse source 
Add support to create and free OPA_VNIC rdma netdev devices.
Implement netstack interface functionality including xmit_skb,
receive side NAPI etc. Also implement rdma netdev control functions.
