tools/power/turbostat: Abstract Automatic Cstate Conversion support

Abstract the support for AUTOMATIC_CSTATE_CONVERSION bit in
MSR_PKG_CST_CONFIG_CONTROL.

Delete automatic_cstate_conversion_probe() CPU model check.
