ACPI: add ACPI_TYPE_LOCAL_REFERENCE support to acpi_extract_package()

Add ACPI_TYPE_LOCAL_REFERENCE support to acpi_extract_package(),
so that we can use this helper for more cases like _ART/_TRT.
