Dr. David Alan Gilbert 625a468166 ALSA: core: Remove unused snd_device_get_state 
snd_device_get_state() last use was removed in 2022 by
commit 7e1afce586 ("ALSA: usb-audio: Inform the delayed registration more
properly")

Remove it.
