Randy Dunlap 7de3369c14 doc: SubmitChecklist, add ioctls, remove OSDL reference 
If a patch adds ioctls, then Documentation/ioctl/ioctl-number.txt
should also be updated.

Remove reference to the OSDL PLM build farm.
