Booting with amd-pstate on 3rd Generation EPYC system incorrectly enabled ITMT support despite the system not supporting Preferred Core ranking. amd_pstate_init_prefcore() called during amd_pstate*_cpu_init() requires "amd_pstate_prefcore" to be set correctly however the preferred core support is detected only after driver registration which is too late. Swap the function calls around to detect preferred core support before registring the driver via amd_pstate_register_driver(). This ensures amd_pstate*_cpu_init() sees the correct value of "amd_pstate_prefcore" considering the platform support. Fixes: |

Linux kernel
============
There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
