Kuniyuki Iwashima 235bd9d21f tcp: Rename tcp_or_dccp_get_hashinfo(). 
DCCP was removed, so tcp_or_dccp_get_hashinfo() should be renamed.

Let's rename it to tcp_get_hashinfo().
