Ingo Molnar 81615b624a [PATCH] Convert kernel/cpu.c to mutexes ...

Convert kernel/cpu.c from semaphore to mutex.

I've reviewed all lock_cpu_hotplug() critical sections, and they all seem to
fit mutex semantics.
