Peter Zijlstra ca58abcb4a lockdep: sanitise CONFIG_PROVE_LOCKING 
Ensure that all of the lock dependency tracking code is under
CONFIG_PROVE_LOCKING.  This allows us to use the held lock tracking code for
other purposes.
