Dmitry Kasatkin 2e5f094b9d lib: Removed MPILIB, MPILIB_EXTRA, and SIGNATURE prompts 
As modules are expected to select MPILIB, MPILIB_EXTRA, and SIGNATURE,
removed Kconfig prompts.
