Paul Mundt dd12666278 sh: Obey CONFIG_HZ for HZ definition. 
This wasn't being set before, so now it's set for when it makes sense.
The shwdt case still requires HZ to be fixed at 1000 for the WOVF period,
so this is still preserved.
