Li Zefan 910ac735ba block: make CONFIG_BLK_CGROUP visible 
Make the config visible, so we can choose from CONFIG_BLK_CGROUP=y
and CONFIG_BLK_CGROUP=m when CONFIG_IOSCHED_CFQ=m.
