clk: tegra: Disable spread spectrum on pll_d2

Enabling spread spectrum on pll_d2 can lead to issues with display
modes. HDMI monitors, for example, would report "Signal Error" and
some modes driven over DisplayPort would generate fuzzy horizontal
bands.
