Add support for the HEVC & VP9 common decoder support, handling
Amlogic GXBB, GXL, G12A and SM1 platforms.
This handles the "HEVC" hw decoder used for HEVC and VP9, and will be
using in the new H264 multi-instance decoder for G12A & SM1 platforms.

If secure_computing() rejected a system call, we were previously setting
the system call number to -1, to indicate to later code that the syscall
failed. However, if something (e.g. a user notification) was sleeping, and
received a signal, we may set a0 to -ERESTARTSYS and re-try the system call
again.
In this case, seccomp "denies" the syscall (because of the signal), and we
would set a7 to -1, thus losing the value of the system call we want to
restart.
Instead, let's return -1 from do_syscall_trace_enter() to indicate that the
syscall was rejected, so we don't clobber the value in case of -ERESTARTSYS
or whatever.
This commit fixes the user_notification_signal seccomp selftest on riscv to
no longer hang. That test expects the system call to be re-issued after the
signal, and it wasn't due to the above bug. Now that it is, everything
works normally.
Note that in the ptrace (tracer) case, the tracer can set the register
values to whatever they want, so we still need to keep the code that
handles out-of-bounds syscalls. However, we can drop the comment.
We can also drop syscall_set_nr(), since it is no longer used anywhere, and
the code that re-loads the value in a7 because of it.

Since the draining and stop phase of the HW decoder mem2mem bahaviour is
now clearly defined, we can move handling of the following states to the
common v4l2-mem2mem core code:
- draining
- stopped
- next-buf-is-last
By introducing the following v4l2-mem2mem APIs:
- v4l2_m2m_encoder_cmd/v4l2_m2m_ioctl_encoder_cmd to handle start/stop command
- v4l2_m2m_decoder_cmd/v4l2_m2m_ioctl_decoder_cmd to handle start/stop command
- v4l2_m2m_update_start_streaming_state to update state on start of streaming
of the de/encoder queue
- v4l2_m2m_update_stop_streaming_state to update state on stop of streaming
of the de/encoder queue
- v4l2_m2m_last_buffer_done to make the current dest buffer as the last one
And inline helpers:
- v4l2_m2m_mark_stopped to mark the de/encoding process as stopped
- v4l2_m2m_clear_state to clear the de/encoding state
- v4l2_m2m_dst_buf_is_last to detect the current dequeued dst_buf is the last
- v4l2_m2m_has_stopped to detect the de/encoding stopped state
- v4l2_m2m_is_last_draining_src_buf to detect the current source buffer should
be the last processing before stopping the de/encoding process
The special next-buf-is-last when min_buffers != 1 case is also handled
in v4l2_m2m_qbuf() by reusing the other introduced APIs.
This state management has been stolen from the vicodec implementation,
and is no-op for drivers not calling the v4l2_m2m_encoder_cmd or
v4l2_m2m_decoder_cmd and v4l2_m2m_update_start/stop_streaming_state.
The vicodec will be the first one to be converted as an example.

The EXT4_EOFBLOCKS_FL inode flag is used to indicate whether a file
contains unwritten blocks past i_size. It's set when ext4_fallocate
is called with the KEEP_SIZE flag to extend a file with an unwritten
extent. However, this flag hasn't been useful functionally since
March, 2012, when a decision was made to remove it from ext4.
All traces of EXT4_EOFBLOCKS_FL were removed from e2fsprogs version
1.42.2 by commit 010dc7b90d97 ("e2fsck: remove EXT4_EOFBLOCKS_FL flag
handling") at that time. Now that enough time has passed to make
e2fsprogs versions containing this modification common, this patch now
removes the code associated with EXT4_EOFBLOCKS_FL from the kernel as
well.
This change has two implications. First, because pre-1.42.2 e2fsck
versions only look for a problem if EXT4_EOFBLOCKS_FL is set, and
because that bit will never be set by newer kernels containing this
patch, old versions of e2fsck won't have a compatibility problem with
files created by newer kernels.
Second, newer kernels will not clear EXT4_EOFBLOCKS_FL inode flag bits
belonging to a file written by an older kernel. If set, it will remain
in that state until the file is deleted. Because e2fsck versions since
1.42.2 don't check the flag at all, no adverse effect is expected.
However, pre-1.42.2 e2fsck versions that do check the flag may report
that it is set when it ought not to be after a file has been truncated
or had its unwritten blocks written. In this case, the old version of
e2fsck will offer to clear the flag. No adverse effect would then
occur whether the user chooses to clear the flag or not.

ethtool: consolidate parameter checking for irq coalescing
This set aims to simplify and unify the unsupported irq
coalescing parameter handling.
First patch adds a bitmask which drivers should fill in
in their ethtool_ops structs to declare which parameters
they support. Core will then ensure that driver callback
won't see any parameter outside of that set.
This allows us to save some LoC and make sure all drivers
respond the same to unsupported parameters.
If any parameter driver does not support is set to a value
other than 0 core will return -EINVAL. In the future we can
reject any present but unsupported netlink attribute, without
assuming 0 means unset. We can also add some prints or extack,
perhaps a'la Intel's current code.
I started converting the drivers alphabetically but then
realized that for the first set it's probably best to
address a representative mix of actively developed drivers.
According to my unreliable math there are roughly 69 drivers
in the tree which support some form of interrupt coalescing
settings via ethtool. Of these roughly 17 reject parameters
they don't support.
I hope drivers which ignore the parameters don't care, and
won't care about the slight change in behavior. Once all
drivers are converted we can make the checking mandatory.
I've only tested the e1000e and virtio patches, the rest builds.
v2: fix up ice and virtio conversions
v3: (patch 1)

Set ethtool_ops->supported_coalesce_params to let
the core reject unsupported coalescing parameters.
This driver correctly rejects all unsupported parameters.
As a side effect of these changes the error code for
unsupported params changes from EINVAL to EOPNOTSUPP.

Linux supports 22 different interrupt coalescing parameters.
No driver implements them all. Some drivers just ignore the
ones they don't support, while others have to carry a long
list of checks to reject unsupported settings.
To simplify the drivers add the ability to specify inside
ethtool_ops which parameters are supported and let the core
reject attempts to set any other one.
This commit makes the mechanism an opt-in, only drivers which
set ethtool_opts->coalesce_types to a non-zero value will have
the checks enforced.
The same mask is used for global and per queue settings.
v3: - move the (temporary) check if driver defines types
earlier (Michal)
- rename used_types -> nonzero_params, and
coalesce_types -> supported_coalesce_params (Alex)
- use EOPNOTSUPP instead of EINVAL (Andrew, Michal)
Leaving the long series of ifs for now, it seems nice to
be able to grep for the field and flag names. This will
probably have to be revisited once netlink support lands.

When fibre port supports auto-negotiation, the IMP(Intelligent
Management Process) processes the speed of auto-negotiation
and the user's speed separately.
For below case, the port will get a not link up problem.
step 1: disables auto-negotiation and sets speed to A, then
the driver's MAC speed will be updated to A.
step 2: enables auto-negotiation and MAC gets negotiated
speed B, then the driver's MAC speed will be updated to B
through querying in periodical task.
step 3: MAC gets new negotiated speed A.
step 4: disables auto-negotiation and sets speed to B before
periodical task query new MAC speed A, the driver will ignore
the speed configuration.
This patch fixes it by skipping speed and duplex checking when
fibre port supports auto-negotiation.
